Statement of Fairness
To uphold the fairness and integrity of testing activities conducted by Luoyang Weicheng Engineering Testing Co., Ltd., and to ensure the independence, honesty, and impartiality of such activities, our company hereby issues the following statement to all sectors of society and to our clients:
Strictly comply with relevant national laws, regulations, standards, and specifications; adhere to all requirements of the accreditation body; uphold the principles of objectivity, independence, fairness, impartiality, honesty, and good faith; observe professional ethics; and assume social responsibility. The organization shall be responsible for the test data and results it issues and bear the corresponding legal liabilities.
I. Compliance with Legal Requirements
A management system has been established in strict accordance with CNAS-CL01:2018 (ISO/IEC 17025:2017) “General Requirements for the Competence of Testing and Calibration Laboratories,” GB/T 27025-2019 “General Requirements for the Competence of Testing and Calibration Laboratories,” the “Evaluation Criteria for Accreditation of Inspection and Testing Institutions,” and other laboratory accreditation and qualification recognition standards, thereby ensuring that the management system complies with standard requirements and that its effectiveness is continuously improved.
Conduct testing activities in accordance with the law and undertake the legal obligations and civil liabilities owed to clients;
II. Independent and Impartial Professional Practice
a) Establish sound professional conduct, maintain and enhance accredited testing capabilities and an effective quality management system, continuously identify risks that may compromise impartiality, and conduct risk analyses;
b) Adhere to the principles of open, fair, and non-discriminatory service;
c) Safeguard customers’ rights and protect their ownership and patent rights from infringement;
d) Personnel of this company shall not hold concurrent positions at other testing institutions/laboratories or at any organization with interests related to the activities conducted by this company;
e) Adhere to independent testing and independent judgment; ensure that testing activities are free from any adverse influence by any party; uphold professional ethics; and resist any improper internal or external commercial, financial, or other pressures and influences that could compromise the quality of testing.
f) No acceptance of investment sponsorship or any form of benefit representation that could compromise the impartiality of testing; no involvement in market competition or conflicts of interest among clients. Activities independent of testing shall be free from any conflict of interest.
g) Not to obstruct customers from lodging complaints related to testing, and to commit to providing a reasonable response to each complaint within the agreed timeframe;
III. Fulfilling Social Responsibility
a) Commit to providing employees with a safe and healthy work environment, fair compensation, and training opportunities;
b) Commit to complying with applicable laws and regulations on occupational health, radiation safety, environmental protection, and other related areas, with a 100% compliance rate for the proper disposal of hazardous waste;
c) Commit to participating in public welfare activities and actively take part each year in science popularization and publicity events organized by the Municipal Science and Technology Association;
IV. Strict Adherence to Honesty and Good Faith
a) All inspection and testing activities shall be based on objective facts and data, ensuring that every test report and every data result is genuine, reliable, accurate, and traceable; no false or inaccurate reports shall be issued, and any form of data manipulation or falsification shall be firmly resisted.
b) Establish and effectively operate a quality management system that covers all testing stages, ensuring that the entire process—from sample management and testing procedures to data recording, report preparation, and review and issuance—is under control.
c) All testing activities shall maintain complete original records and technical documentation to ensure reproducibility and verifiability.
d) Uphold and strengthen professional ethics education, requiring all personnel to possess the qualifications and competencies appropriate to their positions, adhere to professional integrity, act in accordance with facts, and reject any improper interference or financial incentives that could compromise the authenticity of data. Any involvement in data falsification, false advertising, or other dishonest practices is strictly prohibited.
V. Confidentiality Undertaking
a) No public evaluation shall be made of the items under examination or the results, thereby protecting the client’s privacy and confidentiality;
b) The Company undertakes that all test reports and results it issues shall be signed by the preparer, reviewer, and approver; no individual shall disclose test results to any other individual or organization without prior authorization.
c) The Company requires all employees to strictly comply with and diligently and punctually perform all agreements or contracts entered into with customers, and undertakes never to impair the customers’ economic interests;
d) Protecting clients’ confidential information is a fundamental principle of business ethics. Our company is committed to safeguarding clients’ confidential information and proprietary rights. All documents related to testing—such as testing methods, technical specifications, drawings, process documentation, instruction manuals, and engagement contracts or agreements—as well as the physical test specimens and test results, are classified as confidential. Our company assigns dedicated personnel to systematically register, securely store, and maintain the confidentiality of such materials. When subcontracting testing services, we shall also ensure the confidentiality of all relevant client information.
